
No Law is giving players a huge amount of freedom but it comes with a serious warning. Neon Giant says every NPC can be killed, including shop owners and important characters, and their deaths will be permanent.
The upcoming cyber-noir first-person shooter is being developed by The Ascent studio Neon Giant and published by KRAFTON. Set in the dangerous city of Port Desire, No Law is built around choices that can change how your story plays out.
Every NPC Can Die in No Law
During a recent No Law gameplay deep dive, Neon Giant confirmed that players can kill any NPC they meet.
That includes regular civilians, enemies, shop owners, weapon sellers, and characters who may be important later in the story. The feature is not just there for chaos. The developers want players to understand that each violent choice can cause a lasting problem.
Neon Giant explained:
“Every single NPC in the game can be killed.”
However, the studio also made one thing very clear: death is permanent. NPCs will not simply respawn after you leave an area, reload a checkpoint, or return to a shop later.
Killing Shop Owners Can Close Stores
One of the clearest examples involves shopkeepers.
If you kill the person running a store, that business can shut down forever. There will not be a replacement worker ready to take over, meaning you could lose access to useful items for the rest of your playthrough.
This can become a major problem if you act without thinking. For example, if you kill every weapon seller in Port Desire, you may no longer have a place to buy guns or restock equipment.
That creates a more realistic consequence than in many open-world games. Instead of allowing players to attack everyone and then return to normal after a few minutes, No Law remembers what happened.
Important Characters Get a Warning
Neon Giant knows that some players may want to test the limits of the game. Because of that, No Law will warn players before they kill a particularly important NPC.
The warning will tell you that the person could be useful later. It may be someone who offers information, sells important equipment, gives you a mission, or helps you find your next target.
Players can still choose to kill that NPC. The game will not force you to stop. But once you make that choice, you must deal with what happens next.
The developers described this warning as their way of telling players: “It’s your responsibility now.” In other words, you are free to make a bad decision, but the game will not undo it for you later.
Can You Still Finish No Law?
Yes. No Law is designed so players can continue their journey even after killing major characters.
However, the game may become much harder. You could lose access to clues, shop services, quest help, safe routes, and other useful options. Instead of getting a simple mission marker from one NPC, you may need to explore more carefully, fight through dangerous areas, or find another way forward.
This approach fits the immersive-sim style that Neon Giant is aiming for. Players are not locked into one perfect path. They can use stealth, hacking, weapons, explosives, and exploration to solve problems in different ways.
No Law Is About Living With Choices
In No Law, your version of the story may look very different from another player’s.
One player may avoid fights, keep shop owners alive, and gather help from useful characters. Another might create chaos across Port Desire, close down shops, lose key contacts, and struggle to find supplies later.
The game’s title is a good match for this idea. There may be no law stopping you from pulling the trigger, but there are still consequences.
The permanent NPC death system could make No Law stand out from other cyberpunk shooters. It gives players real control over the world, while also making every major decision feel risky.

The game follows Grey Harker, an ex-military character who is trying to live a quiet life after being badly injured in the field. That peace does not last long, and players will explore Port Desire while searching for leads, targets, and revenge.
